In conformity with the high importance of conflict study for the BSUF, The Center of Conflict Prevention was created with the financial support of the UNDP, considering its regional dimension and assisted by the Romanian Minister of Education and Research through its National CERES Program.

Annually, at least one course or seminar is dedicated to conflict prevention or resolving through peaceful means, concentrating on the theory and practice of negotiation. Through continuous debates with experts from the Balkan region and the Black Sea, developed a new approach, in present known as “The School of the Black Sea” or “School of Joint Projects”.

In shaping these ideas, a defining moment, was represented by the symposium which took place at Mangalia in 1997, organized with the help of the Swiss institutions. The papers of the symposium, presented in the presence of the General Secretary of the OCEMN were published in English in a special edition of the Romanian Journal of International Affairs entitled The Conflicts from the Black Sea.

In December 2001, in cooperation with Friedrich Ebert Foundation, BSUF organized a symposium regarding “The New Generation of Conflicts in the XXI Century”. The series of occasional papers started with the publication of a study by Professor Radovan Vukadinovic (Croatia).

In October 2004, CSPC offered, with the help of the Romanian Commercial Bank, two regional prizes for the best Study on Conflict Prevention in the Black Sea Region.

The Laboratory of Educational Technologies

Research and Development and Modelling for Education and Training

BSUF founded the Laboratory of Information Technologies in Education (LITE) as a center of research and development which addresses the challenges of mapping of technological systems, of knowledge and learning which leads to a Society of Knowledge.

In present, the primary questions regarding education (interdisciplinary, continuous learning and combining social standards with personal achieving) can be understood through the selection of a curriculum carried out on a modular system which leaves it up to the student to decide which educational formula is appropriate (individual itinerary) which matches the professional and personal goals of the student. Also a special attention should be given to the concept of “Learning and Work” (double helix of education and labor), which permits exchanges between learning and work, with possibilities of appropriate financing from public and private sources.

Using advanced technologies of information and communication in the educational process of capacity formation (Accelerated Learning of Technology – ALT) is extremely necessary for assuring the quality of the educational system, in order to decrease the total costs as well as accessibility of the training program.

Developing the educational process through platforms e-Learning and e-Working (e-Learning 2.0) facilitates the network between similar platforms from countries within the European Nation and with other “links of knowledge” as well as Geant and using regular applications (educational computing programs, multimedia, social networks), or of complex applications (virtual enterprises, virtual reality, could computing). Using some similar applications should facilitate the understanding and applying of virtual Governing/ e-Governance and the electronic trade/e-Commerce.

 

The Goals of the Laboratory:

  • To find relevant institutional strategies for the sustainable adaptation of new technologies of learning as well as the modifications based on technology in regard of educational services at a university scale
  • To development of new methods of teaching, vocational teaching which permits flexibility and competence transfer, continuous formation for professors, new methods of pedagogy which are rather focused on the student and not on the content or didactic purposes
  • To offer guidance and support in the development process and adapting of methods of appropriate teaching for diverse long distance participants or in matters of distributed materials of educational programs
  • To develop the professional capacities of education for university professors through current methods of learning in using new didactic techniques using the computer and mass media
  • To coordinate their actions with educational institutions, contributing to conventions referring to information and consultative mechanisms with the purpose of reforming the education in Romania and in the countries in the Black Sea Region
